Evolutionary development of a settlement between the Neva and Lake Ladoga.
The spatial development concept set the directions of urban development and became the basis for amendments to the master plan. Its aim is a comfortable, environmentally safe, human-scale environment that continues the existing fabric and keeps the natural and cultural character of Koltushi.

- 01
Between a highway and a forest belt
The settlement lies on the Murmanskoye highway, in the system of transit freight links between the ports of the North and Baltic seas – a precondition for logistics. At the same time it is a clean, wooded territory in the forest-park green belt of the St. Petersburg agglomeration, valued as a place of recreation.
- 02
Centres of gravity
32 villages lie close to one another and gravitate towards larger ones. The concept defines sub-centres of group settlement with mixed public, business and residential development: Kaltino, Staraya with the main service centre, and the industrial and logistics cluster of Razmetelevo; in Virki and Khapo-Oye the rural character is preserved.
- 03
Nature and tourism
The concept develops the green system and protects the natural framework, reducing the load on protected natural areas, and raises the culture of tourism with visitor centres and tourist routes.
